Paducah City Commission approves plan for 20-year agreement with county

The Paducah Board of Commissioners at its Tuesday night meeting approved an ordinance for a 20-year interlocal cooperation agreement with McCracken County government to establish a city-county comprehensive plan to guide growth and development of the larger area. 

Planning director Nic Hutchison said the process to create the joint plan likely will take 12 months.

In other action, finance director Jonathan Perkins presented an overview of the general fund’s revenue and expenditures. Revenues increased from last year, including payroll taxes by 8.7 percent. Also increasing were property tax revenue, interest income, and business licenses. Expenditures increased in most departments, but are slightly lower than expected. 

The commissioners approved a municipal order authorizing the relocation of the dog parks at Stuart Nelson Park to Noble Park. Since the outdoor sports facility under design will use a portion of Stuart Nelson Park, the design team recommended relocation of the dog parks to Noble Park. 

The board did not decide about the specific dog park relocation site. Parks staff and the city manager’s office recommend the site on the east side of the lake because of availability of shelters, parking, and other advantages.

City Manager Daron Jordan addressed the request for construction bids for eight more pickleball courts at Noble Park, across from the tennis courts. The city issued a request for bids earlier this year, but received only one that was higher than anticipated. The board decided to reissue the bid packet next week, hoping more companies will submit bids.

The commission approved a resolution opposing Kentucky Senate Bill 50 and House Bill 50, concerning partisan local elections. Currently, these offices are non-partisan in Paducah. Among Kentucky's 415 cities, only six conduct partisan elections.

Jordan recommended the board establish an Energy Project Assessment District in Paducah. It's a way for commercial, agricultural, industrial, non-profit, and multi-family property owners to pay for certain energy efficiency building improvements.
