Motorists should be alert for slow-moving highway department trucks on the roads in anticipation of snow on Thursday.
The National Weather Service said the possibility of one-half to two inches of snow with high winds could create near-blizzard conditions and lows near zero.
Extremely cold temperatures arriving with the system could create wind-chill numbers down to 20 degrees below zero.
Highway crews in Kentucky's 12 westernmost counties are topping off brine storage tanks and preparing spray equipment.
KYTC District 1 crews plan to start pre-treating efforts on less-traveled "B" and "C" snow priority routes. Crews will hold off treating "A" routes such as interstates, parkways, and 4-lane highways until possibly Wednesday.
It normally takes two full days to cover the more than 2,800 miles of District 1 highways.
The Kentucky Transportation Cabinet District 1 supertanker plans to spray much of Interstate 24 Tuesday afternoon and into Wednesday.
