A Carlisle County woman will face kidnapping and other charges after authorities said she was seen taking a child into her apartment.
Forty-one-year-old Ashley Rafiner was reported to law enforcement after witnesses said she took a small child into her apartment.
The sheriff's office said a five-year-old was found in her home. The child reportedly told authorities where he lived, and his grandfather was found.
The grandfather said the child was supposed to be playing outside, and that Rafiner did not have permission to take the child. He additionally said Rafiner was ran off from his apartment shortly before the incident, since she was incoherently yelling and beating on the door.
The child allegedly told deputies she offered ice cream and took him by the arm. She was reportedly removing the child's shoes when they arrived.
Rafiner was charged with kidnapping, wanton endangerment, endangering the welfare of a minor, and alcohol intoxication.
She was taken to the Ballard County jail.
