The Ballard County Fiscal Court is exploring the possibility of implementing an Insurance Premium Tax as a means of generating additional revenue to support vital county road and bridge projects. 

These projects include, but are not limited to, bridge repairs and replacements, road resurfacing, drainage and scouring improvements, and other critical infrastructure needs throughout Ballard County.

This proposed tax would be assessed on insurance premiums written for policies within Ballard County. This is considered an alternative way of improving the county's transportation network without placing the entire burden on property taxes.

If enacted, the Insurance Premium Tax would apply to the following categories of insurance:

Taxable Premiums

Fire & Allied Perils
Casualty/Liability
Automobile
Inland Marine
All Other Risks
Exempt from the tax would be Health and Life Insurance.


The Court is conducting a public survey to gather feedback on the proposed Insurance Premium Tax and funding priorities for county infrastructure.

The Ballard County Fiscal Court will also hold a Town Hall Meeting/Workshop following the regularly scheduled Fiscal Court meeting on November 4th, 2025 at 5:00PM in the Ballard County Fiscal Court Room at the Ballard County Judge Executive's Office at 1718 Barlow Road, Wickliffe, KY.  

The Ballard County Fiscal Court additionally plans to hold another Town Hall at a later date.
