A Paducah man with a long criminal record was arrested Friday after reportedly being found with a stolen vehicle and stolen registration plates.

Paducah police said 47-year-old Francisco Starks was arrested after police investigated the report of a stolen license plate Thursday at a business in the 1500 block of Irvin Cobb Drive.

Video footage identified Starks as the suspect after he was reportedly spotted taking the plate and fleeing in a white SUV that was reportedly stolen from Tennessee.

Starks was charged with theft of a motor vehicle registration plate, receiving stolen property under $10,000, possession of open alcoholic container in a vehicle  and operating on a suspended operator’s license.

He was lodged in the McCracken County Regional Jail.
