Murray Independent School District Superintendent Dr. David Meinschein has addressed the recent arrest of former teacher Jason Shelby.
Shelby was arrested last week, charged with 3rd degree rape and sexual abuse that allegedly took place when he worked as a teacher nearly two decades ago.
In his statement Meinschein acknowledged those allegations and charges against Shelby and provided an update on the most recent relationship the district had with Shelby.
Shelby resigned from teaching in 2018 after allegations surfaced he was involved in inappropriate sexual relations with students as far back as 2005. Despite those allegations, Meinschein said Shelby’s company Total Visual Design LLC, was used in recent years to provide band uniforms and drill writing services.
A victim recently came forward in August of 2025 and told investigators she had been in a sexual relationship with Shelby in 2008 and 2009 while a student at Murray High, leading to his current charges.
After explaining the school district's relationship with Shelby, Meinschein said the district prioritizes the recognition of the victims and is committed to continuing creating an environment where students and staff feel comfortable sharing their experiences ensuring a culture of silence does not exist.

"Recently, Jason Shelby a former teacher, academic coach, and band assistant was arrested and is facing charges of third-degree rape and first-degree sexual abuse based on an allegation of a sexual relationship with a former MISD student in 2008 and 2009. Mr. Shelby resigned his teaching position and voluntarily surrendered his teaching certificate in 2018 and 2019 respectively. However, Mr. Shelby’s company Total Visual Design LLC, was used in recent years to provide band uniforms and drill writing services.
The events leading to these charges have had a profound impact on many people in our community and school system. Families, students, community, and staff, I want you to know that the district prioritizes the recognition of the victims and is committed to continuing creating an environment where students and staff feel comfortable sharing their experiences ensuring a culture of silence does not exist."
