General Matter announces filing of first license application

General Matter announced on Monday that it has filed the first application for a license to operate the Paducah enrichment facility.

The company said the 1,000-page document is a “major milestone” toward the goal of operating the first American commercial uranium enrichment facility. What they describe as pre-construction work at the site of the former Paducah Gaseous Diffusion Plant is underway, but any work must be approved and licensed by the U.S. Nuclear Regulatory Commission.

The license application reportedly spells out how enrichment will be accomplished, as well as environmental reports, operational processes, safety plans, analysis of fire hazards, security protocols, emergency plans, and even a decommissioning plan. Officials said years of safety analysis, engineering work, and hundreds of interactions with staff at the Nuclear Regulatory Commission culminated in the filing of the application.

General Matter said that while some of the information is proprietary, more information about the project will be released from both sides. There will also be opportunities for feedback from the public. The company said they would continue with community engagement to keep everyone informed.

The company said that the streamlining and modernizing of the licensing processes could help facilitate construction sooner. With the updated licensing process, General Matter was also able to request an expedited review of their application because of the impact it could have on the country.
