Powers, a civil-rights icon and the first African-American woman elected to the state Senate, died last Saturday at the age of 92.
The memorial service Thursday included music, prayers and tributes from current officeholders who counted Powers as a valued mentor.
State Sen. Gerald Neal called her a "true iconic figure" in the fight for justice and equality.
Among those attending the service were Gov. Matt Bevin, other statewide constitutional officers and members of the legislature.
