News outlets report that the policy was set by Personnel Secretary Thomas B. Stephens and took effect Oct. 16 for all state workers in the executive branch.
Clothing with large commercial logos or offensive language is also barred.
Some departments, such as the Personnel Cabinet, have taken the code a step further. The department's 206 employees cannot wear tops with "extremely low necklines" or casual dresses or skirts that end above the knee.
Kentucky Association of State Employees Executive Director David Smith says some female employees have reached out with concerns about the new rules.
Violations could result in disciplinary action, including possible dismissal.
