Judge Temporarily Blocks New U of L Board

A state judge has temporarily blocked Republican Governor Matt Bevin's executive order abolishing and replacing the University of Louisville board of trustees.
 
Franklin Circuit Judge Phillip Shepherd issued an order Friday morning temporarily stripping the new board of its authority until a lawsuit brought by Democratic Attorney General Andy Beshear can be resolved.
 
Shepherd ruled Bevin and his attorneys have not ``provided a factual or legal basis'' to prove the governor's actions have not violated the state constitution.
 
Bevin could appeal the judge's decision. A spokeswoman for Bevin did not immediately return a request for comment.
 
Wednesday, the new board of trustees accepted the resignation of embattled President James Ramsey and agreed to pay him $690,000. It's unclear how Shepherd's ruling will impact that decision.
