Bevin said the cuts were "significant yet strategic" and will help provide $3.31 billion he hopes to spend on the state's retirement system for state workers and public school teachers.

Program Elimination: Notwithstanding any statute to the contrary or any other provisions of this Act, no state funds (General Fund, General Fund (Tobacco) Restricted Funds, Coal Severance, Road Fund, or Lottery Funds) are appropriated in either fiscal year 2018-2019 or fiscal year 2019-2020 for the following programs:
