Fifteen months after the crash of Malaysia Airlines flight 17 in eastern Ukraine, killing all 298 people on board, Dutch investigators have released a report confirming that the plane was brought down by a surface-to-air missile.



They're not saying who fired it -- but all of the territory in the area they identify was in the hands of Russian-backed rebels.



The Dutch prime minister is calling on Russia to fully cooperate with the criminal investigation.



Investigators are asking why the airspace over eastern Ukraine wasn't closed to commercial air traffic at the time.
